Government Administrative Training & Education Institute (GATE Institute)
Effective Date: September 7, 2026
Last Updated: September 7, 2026

Welcome to the Government Administrative Training & Education Institute (“GATE Institute,” “GATE,” “we,” “us,” or “our”). These Terms and Conditions (“Terms”) govern your access to and use of the GATE Institute website, online learning platform, courses, training programs, memberships, certification programs, assessments, digital resources, communities, and related services (collectively, the “Services”).

By accessing the GATE Institute website, creating an account, purchasing a membership, enrolling in a course or certification program, or otherwise using the Services, you agree to be bound by these Terms.

If you do not agree to these Terms, you should not use the Services.

1. About GATE Institute

Government Administrative Training & Education Institute (GATE Institute) is an independent professional development, education, training, membership, and credentialing organization serving administrative professionals and agencies in government and public safety.

GATE Institute provides education and professional development for individuals working in or supporting organizations such as law enforcement, fire and rescue services, emergency management, municipal government, county government, state government, and other public-sector organizations.

Unless expressly stated otherwise, GATE Institute is not affiliated with, operated by, endorsed by, or acting on behalf of any federal, state, county, municipal, law enforcement, fire, emergency management, or other governmental agency.

2. Eligibility and Account Registration

You must be at least 18 years of age to create an account or purchase GATE Institute Services unless enrollment is specifically authorized through an agency, employer, educational institution, or other approved arrangement.

When creating an account, you agree to:

· Provide accurate and complete information;

· Maintain and promptly update your account information;

· Keep your username, password, and login credentials confidential;

· Not share your account with another individual;

· Accept responsibility for activity occurring under your account; and

· Notify GATE Institute promptly if you believe your account has been accessed without authorization.

Individual accounts, course enrollments, certification registrations, and assessment access may not be transferred, sold, shared, or assigned except with written authorization from GATE Institute.

3. Memberships

GATE Institute may offer multiple membership categories, including free, individual, Founder, agency, and other membership classifications.

Membership benefits, eligibility requirements, fees, duration, and included services are described on the GATE Institute website or applicable enrollment page.

Membership does not automatically include enrollment in the Certified Government Administrative Executive (CGAE) certification program unless the applicable membership package or promotional offer specifically states that certification enrollment or a certification voucher is included.

GATE Institute may modify general membership benefits from time to time as programs and services develop. Material changes will be communicated when reasonably appropriate.

Founder Memberships

Founder Membership is a limited launch-period designation offered to qualifying early members of GATE Institute.

Where GATE Institute advertises a Founder membership rate as locked or continuing, the applicable Founder membership rate will remain available to that member provided the membership remains continuously active and in good standing.

If a Founder Membership is canceled, expires due to nonpayment, or otherwise lapses, the individual or agency may lose eligibility for Founder pricing and may be required to re-enroll at the then-current membership rate.

Founder status and pricing are not transferable to another individual or organization except where GATE Institute expressly permits an agency seat reassignment.

4. Agency Memberships and Agency Accounts

Agency memberships are intended for qualifying government, public safety, or other approved organizations.

The purchasing organization is responsible for ensuring that individuals assigned to its membership seats are authorized users.

Unless otherwise stated:

· Each seat may be assigned to only one individual at a time;

· Login credentials may not be shared;

· Agency seats cannot be resold;

· Certification enrollment is separate from membership unless specifically included;

· Agency administrators are responsible for providing accurate participant information; and

· Seat transfers may be subject to GATE Institute policies and approval.

Reports provided to participating agencies may include information reasonably necessary to document enrollment, course participation, completion, continuing education, certification status, or other program activity, subject to applicable privacy requirements.

5. Courses and Online Training

GATE Institute courses and training programs may include prerecorded instruction, written materials, videos, downloadable resources, knowledge checks, examinations, assessments, continuing education activities, certificates, and other educational content.

Unless specifically stated otherwise, GATE Institute programs are self-paced.

Course access periods, completion requirements, prerequisites, continuing education values, and certificate requirements may vary by program and will be identified in the applicable course description or program materials.

A participant must personally complete all required course activities to receive credit.

Completion certificates may not be altered, falsified, transferred, reproduced for another person, or used to misrepresent training that was not completed by the individual identified on the certificate.

6. Certified Government Administrative Executive (CGAE) Certification

The Certified Government Administrative Executive (CGAE) credential is a professional certification issued and administered by GATE Institute.

The CGAE credential is a proprietary professional credential and is not a governmental license, state-issued certification, academic degree, or authorization to practice a regulated profession.

Candidates must satisfy all eligibility, education, assessment, ethical, and other certification requirements established by GATE Institute.

GATE Institute reserves the right to verify information submitted by certification candidates.

Certification Integrity

Candidates may not:

· Receive unauthorized assistance during an assessment;

· Provide assessment questions or answers to another individual;

· Copy, photograph, record, reproduce, or distribute examination content;

· Use unauthorized notes, websites, artificial intelligence tools, electronic resources, or third-party assistance during a restricted assessment;

· Allow another person to complete coursework or an assessment on their behalf;

· Complete coursework or an assessment on behalf of another person;

· Misrepresent educational, employment, or professional qualifications; or

· Engage in conduct intended to compromise the integrity or security of the CGAE certification process.

Violation of certification policies may result in invalidation of an examination, denial of certification, suspension or revocation of a credential, termination of access, or other appropriate action.

7. Certification Validity and Recertification

Unless otherwise stated by GATE Institute, the CGAE certification is valid for three (3) years from the date it is awarded.

Credential holders are responsible for satisfying GATE Institute’s recertification requirements before the expiration of their credential.

Current recertification requirements include completion and documentation of required continuing education units (CEUs), including 3.0 CEUs, and payment of the applicable recertification fee.

GATE Institute may update recertification procedures, approved continuing education categories, documentation standards, or administrative requirements as professional standards evolve. Credential holders will be subject to the requirements applicable to their recertification cycle, except where otherwise stated.

Failure to satisfy recertification requirements may result in expiration of the CGAE credential.

8. Certification and Training Outcomes

GATE Institute does not guarantee that completion of a course, membership, or certification will result in:

· Employment;

· Promotion;

· Increased compensation;

· Reclassification of a position;

· Appointment to a particular role;

· Acceptance by a particular government agency;

· College or academic credit;

· Licensing eligibility;

· Professional advancement; or

· Acceptance of CEUs by a particular employer, agency, association, accrediting organization, or licensing authority.

Participants and agencies are responsible for determining whether GATE Institute training, certificates, CEUs, or credentials satisfy their specific organizational, professional, regulatory, or educational requirements.

9. Continuing Education Units and Training Documentation

GATE Institute may award or track continuing education units, training hours, professional development credits, or similar documentation.

Unless specifically represented otherwise, GATE Institute CEUs do not constitute academic college credit.

Acceptance of CEUs or training documentation remains within the discretion of the receiving employer, agency, professional association, licensing authority, educational institution, or other organization.

10. Fees, Payments, and Billing

Prices for memberships, courses, certifications, agency packages, recertification, and other Services will be displayed before purchase.

Unless otherwise stated, fees are quoted in U.S. dollars.

You agree to provide accurate and authorized payment information and authorize GATE Institute and its payment service providers to process charges associated with your purchase.

GATE Institute may change prices for future purchases or enrollment periods. A pricing change will not retroactively change a completed purchase unless required by law or agreed to by the purchaser.

Promotional rates, Founder rates, discounts, vouchers, and special enrollment offers may include separate eligibility requirements, expiration periods, or other restrictions.

11. Automatic Renewal and Cancellation

Certain GATE Institute memberships or subscription-based Services may be offered on an automatically renewing basis.

If automatic renewal applies, the renewal terms, billing frequency, price or method for determining the applicable price, and cancellation instructions will be disclosed during enrollment or checkout.

By selecting an automatically renewing membership or Service, you authorize GATE Institute or its payment provider to charge the applicable payment method for each renewal period until the membership or Service is canceled.

You may cancel an automatically renewing online membership through the cancellation method provided in your account, enrollment materials, or other electronic instructions made available by GATE Institute.

Cancellation prevents future renewal charges but does not necessarily generate a refund for amounts already paid.

Where required by applicable law, GATE Institute will provide renewal or billing notices and additional cancellation options.

12. Refunds

Except where otherwise stated at checkout, in a written promotional offer, or as required by law, payments for GATE Institute digital products, courses, memberships, certifications, examinations, and other Services are considered earned once substantial access to the purchased Service has been provided.

GATE Institute may consider refund requests when:

· A duplicate payment was processed;

· A purchaser was charged because of a verified technical or billing error;

· Access to the purchased Service could not be provided by GATE Institute; or

· A refund is otherwise required by applicable law.

Refund eligibility may be limited after:

· Course materials have been substantially accessed;

· Downloadable materials have been obtained;

· An assessment has been accessed or attempted;

· A certificate has been issued;

· A certification examination has been scheduled or accessed;

· A certification voucher has been redeemed; or

· Membership benefits have been substantially used.

Any specific refund policy displayed during checkout will control if it provides more specific terms for that purchase.

Nothing in this section limits rights that cannot legally be waived.

13. Certification Vouchers and Promotional Offers

Certification vouchers, promotional codes, Founder offers, discounts, and similar benefits:

· Have no cash value;

· May not be sold or reproduced;

· May be limited to the original purchaser or designated participant;

· May be subject to expiration dates;

· Cannot be combined unless expressly permitted; and

· May be canceled if obtained or used fraudulently.

Where a certification voucher is issued with a specified validity period, the candidate is responsible for enrolling or redeeming the voucher before its expiration date.

Expiration of an unused voucher does not automatically extend the voucher or entitle the purchaser to a refund unless otherwise required by law or expressly authorized by GATE Institute.

14. Intellectual Property Rights

All GATE Institute content is owned by or licensed to GATE Institute and is protected by applicable intellectual property laws.

Protected content includes, but is not limited to:

· GATE Institute names and logos;

· CGAE names, seals, badges, and credential designs;

· Membership badges;

· Course materials;

· Training videos;

· Presentations;

· Handbooks;

· Workbooks;

· Assessments;

· Examination questions;

· Templates;

· Graphics;

· Publications;

· Website content;

· Digital downloads;

· Certificates;

· Challenge coin designs;

· Curriculum materials; and

· Other proprietary resources.

Purchasing or accessing GATE Institute Services gives you a limited, personal, non-exclusive, non-transferable right to use the materials for authorized educational or professional purposes.

You may not reproduce, sell, publish, upload, distribute, modify, license, share, teach from, commercially exploit, or create derivative training products from GATE Institute materials without prior written permission.

15. Use of GATE and CGAE Marks

GATE Institute names, logos, certification seals, membership badges, and related marks may not be used in a manner that falsely suggests sponsorship, employment, partnership, agency approval, or endorsement.

Individuals holding an active CGAE credential may identify themselves as credential holders and may use authorized digital badges or certification marks in accordance with GATE Institute credential-use policies.

Individuals whose certification has expired, been suspended, or been revoked may not represent the credential as active.

16. Public Safety, Government, and Confidential Information

GATE Institute serves professionals who may work with sensitive government or public safety information.

Users must not upload, enter, transmit, post, or disclose through GATE Institute systems any information that they are not legally and professionally authorized to disclose.

This includes, where applicable:

· Criminal justice information;

· Law-enforcement-sensitive information;

· Active investigative information;

· Classified or restricted government information;

· Protected personnel information;

· Medical information;

· Social Security numbers;

· Protected personal identifying information;

· Criminal history information;

· Confidential agency records;

· Passwords or access credentials; or

· Any information restricted by agency policy, contract, law, or regulation.

GATE Institute’s educational platform should not be treated as an agency records-management system, criminal justice information system, evidence repository, investigative database, or secure government communication platform.

Participants are encouraged to use fictionalized or appropriately de-identified examples when discussing workplace scenarios.

17. Community Areas and User Content

If GATE Institute provides discussion boards, communities, comments, group learning areas, or other interactive features, users are responsible for the content they submit.

Users must communicate professionally and may not submit content that:

· Violates applicable law;

· Infringes intellectual property rights;

· Contains confidential or protected information;

· Harasses, threatens, or discriminates against another person;

· Is knowingly false or misleading;

· Contains malware or malicious code;

· Promotes cheating or certification misconduct; or

· Materially disrupts the learning environment.

GATE Institute may remove content or restrict access when reasonably necessary to protect participants, maintain professional standards, comply with law, or preserve the integrity of its programs.

18. Acceptable Use

You agree not to:

· Attempt to gain unauthorized access to GATE systems;

· Circumvent course or assessment security;

· Share account credentials;

· Scrape, harvest, copy, or systematically download GATE content;

· Interfere with website or platform functionality;

· Introduce malware or harmful code;

· Impersonate another person;

· Submit false credentials or completion information;

· Use GATE content to create competing training or certification materials without permission; or

· Use the Services for unlawful or fraudulent purposes.

19. Suspension or Termination

GATE Institute may suspend or terminate access when a user materially violates these Terms, certification standards, intellectual property restrictions, payment obligations, professional conduct requirements, or applicable law.

Where appropriate, GATE Institute may investigate suspected certification misconduct before taking final credentialing action.

Suspension or termination resulting from misconduct does not automatically entitle the participant to a refund.

Sections concerning intellectual property, certification integrity, disclaimers, limitation of liability, dispute resolution, and other provisions that by their nature should survive termination will remain in effect.

20. Third-Party Platforms and Services

GATE Institute may use third-party providers to deliver portions of its Services, including website hosting, learning management, payment processing, email communications, analytics, videoconferencing, or other technology services.

For example, online educational services may be delivered through a third-party learning management platform such as LearnWorlds.

Your use of third-party services may also be subject to the provider’s applicable terms and privacy practices.

GATE Institute is not responsible for temporary outages, changes, or failures caused solely by third-party systems outside GATE Institute’s reasonable control, although reasonable efforts will be made to restore or provide appropriate access when possible.

21. Privacy

GATE Institute’s collection, use, storage, and disclosure of personal information is governed by its Privacy Policy.

By using the Services, you acknowledge that you have had the opportunity to review the GATE Institute Privacy Policy.

The Privacy Policy should be read together with these Terms.

22. Electronic Communications

By creating an account or purchasing a Service, you consent to receive electronic communications reasonably necessary to administer your account, membership, training, certification, payments, renewals, security, and other transactions.

Transactional and account-related communications may be required to provide the Services.

Where permitted, GATE Institute may also send newsletters, professional development information, event notices, or marketing communications. Marketing communications will include an applicable method to unsubscribe.

23. Educational Information Disclaimer

GATE Institute content is provided for educational and professional development purposes.

Courses and materials may discuss administrative practices, leadership, human resources, budgeting, records, public safety, policy, ethics, legal concepts, or related subjects. Such materials are general educational information and are not legal, financial, accounting, medical, or other individualized professional advice.

Users and agencies remain responsible for complying with their own policies, procedures, collective bargaining agreements, ordinances, state and federal laws, regulations, accreditation requirements, and professional obligations.

24. No Warranties

GATE Institute strives to provide accurate, useful, and professional educational content.

However, except as required by law, the Services are provided on an “as available” basis without warranties of any particular employment, financial, professional, regulatory, or organizational outcome.

GATE Institute does not warrant that the Services will operate without interruption or that every item of educational content will remain applicable to every jurisdiction, agency, organization, or circumstance.

25. Limitation of Liability

To the maximum extent permitted by applicable law, GATE Institute and its owners, officers, employees, contractors, instructors, advisors, and representatives will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages arising from use of or inability to use the Services.

To the maximum extent permitted by law, GATE Institute’s aggregate liability arising from a specific paid Service will not exceed the amount actually paid by the claimant to GATE Institute for the specific Service giving rise to the claim during the twelve months preceding the event giving rise to the claim.

Nothing in these Terms excludes liability that cannot legally be excluded or limited.

26. Indemnification

To the extent permitted by law, you agree to defend, indemnify, and hold harmless GATE Institute and its owners, officers, employees, contractors, and representatives from claims, damages, liabilities, and reasonable expenses arising from your:

· Unlawful use of the Services;

· Material violation of these Terms;

· Infringement of another person’s rights;

· Unauthorized disclosure of confidential or protected information; or

· Fraudulent or intentionally improper conduct.

27. Governing Law

These Terms will be governed by and interpreted under the laws of the State of Georgia, without regard to conflict-of-law principles, except where another jurisdiction’s law must apply as a matter of law.

Any legal proceeding concerning these Terms that is not otherwise required to be brought in another jurisdiction will be brought in a court of competent jurisdiction in the State of Georgia.

28. Changes to These Terms

GATE Institute may update these Terms periodically to reflect changes in its programs, technology, business practices, certification requirements, or applicable law.

The revised Terms will identify the date they were last updated.

If a change materially affects an existing paid membership, subscription, or certification relationship, GATE Institute will provide notice when required by law or reasonably appropriate under the circumstances.

Continued use of the Services after revised Terms become effective constitutes acceptance of those Terms to the extent permitted by law.

29. Severability

If any provision of these Terms is found to be invalid or unenforceable, the remaining provisions will continue in full force and effect.

The invalid or unenforceable provision will be interpreted or modified to the minimum extent necessary to make it enforceable where permitted by law.

30. No Waiver

Failure by GATE Institute to enforce a provision of these Terms on one occasion does not waive its right to enforce that provision or any other provision in the future.

31. Entire Agreement

These Terms, together with applicable enrollment terms, certification policies, refund policies, Privacy Policy, and other policies expressly incorporated into a purchase or program, constitute the agreement between GATE Institute and the user concerning the applicable Services.

If a separate written agency agreement conflicts with these Terms, the signed agency agreement will control to the extent of the conflict.
